Landfill C&D Diversion Survey

In 2018 alone, the Pitkin County Solid Waste Center accepted nearly 40,000 tons of construction and demolition (C&D) debris; C&D makes up 58% of buried waste in the landfill. Because the landfill has an estimated four to five years of capacity remaining (without the planned expansions), there is an urgent need to develop a strategy to divert C&D material. A Construction and Demolition permitting program has been proposed that would help Pitkin County reduce C&D accepted at the landfill by 25%.

    Pitkin County's Construction and Demolition Diversion Program requires permit applicants to recognize the County's goal of diverting 25% of construction and demolition (C&D) waste per project away from the landfill.

    The County wishes to incentivize the diversion of C&D waste by returning the required deposit at the conclusion of a project. Permittee deposits would be calculated based on estimated tonnage to be disposed at the landfill. A final waste diversion report would be required at the conclusion of a project showing what was diverted and what was disposed of. 

    Applicants achieving the County's 25% diversion goal would be reimbursed the full amount of their deposit.
